The Housing Division of Charlotte County Human Services administers the State Housing Initiative Partnership (SHIP) Program and other funds available for affordable housing initiatives. Its housing efforts are accomplished by developing partnerships with local lenders, nonprofit organizations and affordable housing developers. The Division serves as Charlotte County’s housing liaison with the State of Florida and other state and federal housing advocates. SHIP programs are administered, under contract, by the Charlotte County Housing Corporation.
The Neighborhood Stabilization Program (NSP) is a federal program passed by Congress in July 2008. Charlotte County will receive funds indirectly through the Florida Department of Community Affairs. Charlotte County has received the executed grant agreement from Florida Department of Community Affairs (DCA). The purpose of the program is to create jobs and repopulate abandoned homes from the foreclosure crisis by developing affordable housing. This will be done by purchasing foreclosed properties from banks, rehabilitating them, and then deeding them to local non-profit for affordable homeownership or rental programs. In addition, the County will use funds from the Neighborhood Stabilization Program to demolish blighted and/or partially built structures and add properties to a land bank. This land will then be distributed to local non-profits for affordable housing development. The NSP Grant requires the County to purchase foreclosed properties for rehabilitation and then make them available for low to moderate income households.
