EXTENSION INSPECTION

Details:
The purpose of this additional inspection is to ensure that new structures, that are not going to be completed in the near future, are maintained in a safe and aesthetically pleasing manner to ensure the life safety, health and welfare of Charlotte County Citizens.
It is no secret that the down turn in the housing market has lead to many structures either being left unfinished or moving so slowly that no progress is discernable.
Charlotte County Building Construction Services wants to ensure that these structures are maintained appropriately to ensure the safety of the public, without putting undue financial hardship on the contractors by forcing them to complete or abandon the structure.
The following provisions will apply to this inspection:
1) The inspection is available for new, standalone, construction only (no additions). Swimming pools being constructed at the same time as a single-family home can be included in this inspection.
2) The contractor must be in good standing with the County throughout the allowed extension period. This includes, workers comp, liability, local business tax receipt and registration.
3) The permit must be active at the time of application for this inspection.
4) All Building Construction Services fees outstanding on the permit must be paid prior to application for this inspection.
5) The inspection will only apply to permits issued prior to September 1, 2007
6) The inspection will initially be available for six months and be reviewed at that time.
7) The extension will be valid for six months only.
8) This inspection will essentially “extend” the permit, as any passed inspection would. This means that it is not subject to any changes in fees, or any code changes that it would incur should the permit expire.
9) The inspection will also extend any septic permit associated with the structure.
10) No additional permits can applied for at this address while the permit in question is in this status.
The following process for inclusion in this inspection will apply:
1) The contractor / owner builder wishing to have the inspection must apply, in writing, to the Building Official stating the reason for inclusion.
2) The applicant must pay a fee of $90 – this is payable every time the extension is granted.
3) Following approval from the Building Official, the Building Construction Services Department will send an inspector to meet with the contractor / owner builder.
4) The inspector will assess the current state of the structure and detail action that must be taken to ensure compliance with this inspection.
5) Compliance with this inspection includes, but is not limited to, the following:
a. The integrity of the structure must be such that it does not pose a threat to the life safety, health and welfare of the surrounding citizens. For example:
i. If the structure includes any wood, it must be roofed and all openings secure.
ii. If the structure is concrete block, it must be up to bond beam.
b. The site should be free of construction materials, supplies, debris, dumpster and toilet.
c. The Right of Way must be working and maintained.
d. An effective erosion control system must be in place and maintained.
e. The site must be maintained in such a condition as to meet drainage requirements.
f. The site must be kept clean and tidy - for example, free from debris and vegetation kept to a minimum, mowed where appropriate.
g. Any partially completed swimming pools must be kept free from water and insects, and must be barricaded in such a way to prevent access.
h. The site must not be used for storage of supplies.
6) The inspector assigned to that property will schedule a reinspection within seven days to confirm that all provisions have been met.
7) The inspector will make periodic drive by inspections to ensure that all maintenance is being done.
8) Prior to the expiration of the extension, the contractor/owner must apply for an extension by following the same process as above. If the permit is allowed to expire, it will be excluded from any subsequent extensions.
9) Any failure to follow the maintenance provisions of this agreement will result in exclusion from the inspection.
